Under the ruling Bharatiya Janata Party, pro BJP vigilantes have committed violent crimes against religious minorities, marginalized communities, academics, and critics of the government. The authorities have failed to investigate attacks and have promoted Hindu supremacy and ultra-nationalism, which encourages violence. In 2017 the Supreme Court rulings strengthened fundamental rights such as equality for women and accountability for security force violations. Despite this, however, security forces continue to make arbitrary arrests, torture detainees and commit extrajudicial killings with impunity. Additionally, new laws and policies aimed at justice for sexual violence survivors have not removed barriers to reporting such crimes. Foreign funding regulations are used to target nongovernmental organizations critical of the government.
